Southern Brown Gravy

1/4 c. vegetable oil
1/4 c. flour
1 cup milk
1 cup water
Salt and Pepper

Place oil in frying pan on medium heat. Add flour and stir constantly until a rich brown. Remove from heat and carefully and slowly add water and milk stirring constantly. Add salt and pepper to taste. Return to heat and bring to boil. Reduce heat and cook until desired consistency. Add more water if gravy becomes too thick.

Meat broth may be used in place of water and milk.
